can you load mods on usb loader gx without sd card only with usb

With USB Loader GX, I don't think there's a way unless you build an ISO.

With plain USB, there's this app.called Riivolution which will patch your game on the fly.

i only have a 2gb sd card

Larger SD cards aren't expensive these days. (micro SD in adapters are fine)
Look towards acquiring one. Well worth the investment
