ROM Hack Can someoone create a hacking tool for randomize 3ds pokemon games just using the pc?

I don´t have a 3ds and i will have to wait to my college graduatiation to have one so any could help me to create a porgram to randomize a 3ds pokemon game just using the pc qwithout use of 3ds to haveo nlinep okemon with same base status but everuone of them with different habilities even if they have habillities that doesn´t belong to them
