Can I run decrypt9 in citra?

What makes you think decrypt9 is the best tool for that?

The main tool for decryption on a PC is ninfs. ThreeSD is also useful for Citra particularly – you're supposed to use your 3DS to set it up first, though you might be able to get around that requirement.

Thanks, I want to run a unity 3ds exported cia (or cci) in citra, without using a 3ds every time.
