Can dual systems customize different plug-ins?

My console is currently running OS 19.0.1, but many games are incompatible with it. I don't want to upgrade to 20, so I created a virtual system for 20. However, using the atmosphere folder on both systems is causing issues. For example, some plugins incompatible with 20 can cause the 20 system to not boot, causing an atmosphere error.

I'm wondering if there's a way to have each system use different background plugins?

You can update to 20.x.x fine now a day, even though there are some problems with 20.x.x , outside of 20.x.x slowdown, battery draining problem can be fixed.
