Hacking Can different manufacturers make the same 3DS game?

I put my header from Super Smash Bros. for 3DS into Gateway ROM Patcher (because initially SAK didn't give me information) and then exported it and opened it with SAK and it says it's a C2 game instead of an AE game. So does anybody know if different manufacturers can produce the same game?

The only example I know of is Mario Kart 7: EUR and JAP versions are C2 (Macronix), while USA version is 45 (SanDisk). There could be other games in the same case, but different manufacturers for a same game and same region seems really unlikely.

As for SSB4, some say it's AE, others say that it's 45, however what we know for sure is that C2 works fine.

If the visual difference is just the region the game hails from (Jp, US, Eur, Etc.) then yes, its possible. If its from the same region (US, US), then probably not.

My USA personal dump of smash also shows C2.
