Bypass Payment Information

Does anyone know how to bypass the payment information for creating a new Apple ID? I've already made my new Apple ID and it is located in another country and once I try and sign in with the new ID, it tells me to review my information and I'm forced to enter credit card information. Does anyone know how to bypass this on iOS 11?

Back in 2007 (before the app store) you went on iTunes (on the PC), hunted for the free song of the week section, and bought that - once the app store started carrying free apps, you just used one of those

Or maybe try registering on the iCloud website?
