Homebrew Building from non-installed .tmd?

I sold a 3DS and made a SD card backup. within is a few bought titles I would like to install. Seeing as you can use GodMode9 to build CIAs from installed titles, I was wondering if you could do the same with non-installed titles? I have CFW, Luma 8.1, boot9strap 1.2, latest GodMode9 and latest Decrypt9. I hope I can use one of these tools to achieve my goal.

Not without a dump of the movable.sed from the console you sold, all the encryption keys for SD card data are contained there so without that it's impossible to decrypt the files.
