Hacking .brres repacker?

Hi,
I heard about a brres repacker at a chinese site. I don't remember its name, it was sth like "TPU Big Brothers Tool".
Anyone heard about it or of another (working) repacker/editor for brres files?
I'd highly appreciate one!
