It's not something that is sold on some random site, they make them.

It's less of a hassle to buy a flashcart and a mircoSD (also far cheaper in the long run)

If he starts selling roms he puts on rewritable carts, that's when it falls in the illegal area.

I kinda want one of these for loading a rom hack onto a standalone cart.
Would that be possible?

This would be the only way some of my friends would play tales of innocence since they don't like flashcarts for the English patch.

I assumed the OP would have been thinking more about HOMEBREW. Nothing illegal about distributing homebrew.
If you're talking about the bootloader on the cards, which would have to hold some commercial data, then how do datel manage to sell ARDSi in stores?
