Hacking Best ROM sites for noobs?

Just curious because I find a lot of ROM sites are very sketchy or down which I see referred on old threads.

All input and any input is very appreciated.

we're not allowed to link ROM sites. I believe it might be allowed by PM, but I'm not sure about that either.
