Just inject the GBA game you want into a CIA, and install it with the FBI installer. Don't know of any best emulator...

Need emulator .cia thing is not good. Can't add all games that way.

This (kind of) thread has been created so many times I guess you didn't even search for It... The best GBA emulator for O3DS is and will always be GBA Injection. You need CFW for It. If you don't have custom firmware, just homebrew access or you only want a tradicional emulator (cheats and stuff), the best one for me is mGBA. For most of the Games I tried is quite good. You have Libreto stuff (gpsp..) too. But any game won't run at totally decente speed without the native emulator.

The BEST EMULATOR for 3DS does not exist okay? There is no way VC or emulation at this time is anywhere near good enough compared to PC Android or even PSP, that just how it is currently. Sorry if i was too rude. But if you gonna suggest injecting vc roms, least answer his question first before a suggestion.

I've heard of people using retro arch with some tweaked settings to get more speed(usually audio disabling increases speed on emulators). Can't be more specific. Most things are slow on the o3ds though
