Are digital games tied to an account or are they tied to a system? Has anyone bought a second console and signed into it with the same Nintendo Account so they could download their digital purchases?

All games are tied to your account, I would unlink my account just to be safe

As far as I know, digital games might not be connected across consoles.

That won't work.

Edit:

You can link your Nintendo Account to multiple consoles. However, you can only activate one console per Nintendo Account. Games that you’ve downloaded with your Nintendo Account will only be playable on the one active console for your account.

I know, i do prefer physical, Sonic Mania was digital only at the time, I know physical version comes later this year. I also wasn't sure about Street Fighter II, if it was digital only or not...so I ended up just getting it digitally....

Games tied to account, account tied to system. Has to be unlinked from one system before using on another.
If your system is banned, you can't use online to unlink, meaning your account is forever stuck to the banned console and this is itself banned.

And don’t forget to make a clean back up before messing with anything. Since we can run Linux, it’s easy to fix most of a partly corrupted NAND
