Google "freeshop" or "CIAngel" (I use CIAngel, but freeshop is supposed to be better). Both of these are 3ds homebrews that will allow you to download .cia games straight to your 3ds (no need for a computer or shady websites), AND both of them automatically install said games to your 3ds as well (no need for a CIA installer, such as FBI). Both of the aforementioned homebrews get the games from Nintendo's own server(s).

The downside to both of these however is that they don't have every game. They only have access to what people have uploaded to that title keys site.

I'm pretty sure freeshop is the only one that requires users to upload title keys. In fact, that's the main reason I use CIAngel over freeshop.
