Banned switch can't load BotW

I can't load Breath Of The Wild 1.6.0 because when I try to click it, it says I need a software update to play it. So under where it says "Update data will be downloaded now", I click "download" and expect it to do something special even though I already had 16.0.2 FW but it doesn't do anything and just tells me that my switch is banned from online use.

You got the signature patches at the correct spot?

You need to be clear on what it's trying to update. Is it trying to update the game or the system (HOS)? This sounds like it's attempting to update the game.
