So I took my Vita from the closet and its on 3.55.

Is it still upgradable to 3.60? If so, should I upgrade to 3.60 and how?

Also, what is the best guide to follow relative to HENkaku?

Should you? If you have a US account (I assume not according to your location, but just in case) you should think about if you want to install TN-V/Ark on 3.55 (I would do that).
It allows you to run iso backups of your PSP games which is impossible atm with HENkaku.
If you aren't intressted in it or you don't have a US account you should update to 3.60 and enjoy the wonderful world of HENkaku without waiting for PSP iso support.
