Depends, you need to describe the issue you're having more clearly, like when/where it happens, did you install anything recently, game/DLC/Update?

Sorry actually is Arm9, That occurred. This happened when I downloaded and installed cia, I was able to play the game some a couple of times and Arm9 thing..... appeared. It then appears anytime I switch on the console(old 3ds). Thank u for your time

You can't reach the home menu? Something is corrupt possibly that installed cia. Is your sd card tested with h2testw when you first installed cfw? If not, before trying anything else first you need to backup the contents of the sdcard and then test it to verify it's not the sdcard dying/failing/ or fake.

So you tested it? You should delete that game (and ticket) you installed as it could be corrupt, after you copy everything back to the new sdcard. And it goes without saying that you should test the new aswell.
