Once again, the fact that you used Safehax implies you're still on 11.x.

You have to use SafeCTRTransfer to downgrade to 2.1. You should actually read the steps on this page and do them before complaining that it won't "let you" dump the OTP, since you obviously haven't downgraded to 2.1 yet.

More specific, please. Have you launched the CTRTransfer? Are you currently on 2.1? You need to CTRTransfer in order to get the OTP.bin.

Assuming you copied SafeCTRTransfer to safehaxpayload.bin, it "looks" different because it loaded a different payload.

Consider actually reading what's onscreen and comparing it to what the guide says.
