So I am pretty new to all the things with FBI, the tiks & everything.
I just wanted to ask
Are there any .3ds -> .cia converter that are up to date?
In which file format can I install DSiWare / .nds games?
(Do I need any converter for this ^?)
 
To convert 3ds to cia just use Decrypt9.
To install dsiware just find it in .cia format and install it to sysnand and emunand (if you use it)
To run nds roms you need either a flashcart or use nds-bootstrap (warning very crappy compatibly)

Actually, if by nds you meant commercial DS roms, you need a seperate application to run the .nds files. it's also highly experimental and has low compatibilty. It also can't save. If you want to try it download twloader.
