Homebrew Suggestion Arduino support?

I was curious if there is someone working on a project to use Nintendo Switch as IDE for peripherals like Arduino from the USB-C port

You can run Ubuntu. Just use that. I don't know if it allows using the USB C port for USB peripherals though. But it's your best bet.

I suppose Ubuntu is the closest, although only from Dock mode (If the screen stayed on in Dock mode, I could remove the Dock board to have space for the Touch)
But hopefully Horizon will have this supported in the future and can use it as a programming IDE with some Homebrew
