The context
I want to apply cheat for Persona Q on switch retroarch's Citra
Technical background
My understanding
- Nintendo Switch OLED
- FAT32 sd card
- Running on EmuNAND, atmosphere 1.4.0, Firmware HOS 15.0.1
- Retroarch 1.12.0 with core version 1.9.14 (to keep the savestate)
- ROM: Persona Q - Shadow of the Labyrinth v1.0 [0004000000123400][USA][Decrypted].3ds
- I got the cheat list from gbatemp thread
I've zero understanding how it works, so I read the official manual from libretro
What I did by following the manual
- Changing the cheat file name into titleID.txt, which is 0004000000123400.txt
- I make the 0004000000123400.cht as well to make sure it works
- The directory on retroarch switch looks different from manual, which is retroarch/cheats/Citra/ instead, I put both of the .txt and .cht in there
- I also add both cheat into another folder, which is retroarch/cores/savefilesCitra/cheats/
- Adding *citra_enabled to a cheat that I want to activate. Here's some example:

Result
nothing, the cheat not automatically applied neither I see any cheat list to toggle on the game when I press (+) + (-). When I select the cheat files, applying it, it doesn't affect anything.
another minor problem
it looks like I cannot add PQ on "scan directory" section to add it to the 3ds playlist library
so...
Does someone have an idea?
