My brother has gotten games in the way of school (it starts tomorrow), and he plays Minecraft about 24/7, and I need a way to disable it, or at least only able to run it with a password. Is there a way to do this?

It is his PC or someone else's? If it's yours maybe enabling UAC in Windows 7? I've never really dealt with encryption....
It's my PC, mostly a shared PC with the family. I'm usually logged on because everyone's documents are stored there. I'm just wondering if I can control Java with my password.

Format drive and install Gentoo or Arch. Make sure to do a install without a GUI. Your brother won't be able to play Minecraft as he won't know how to launch the game.

Parental Controls will do the trick and if you can't locate all of his games, simply disable the GPU. Good luck playing any contemporary game with the integrated GPU - someone used to more proficient GPU's will sooner slit his/her wrists than play a game using Intel HD.

I know you are on a mission to spread the word about Linux, but seriously? Gentoo and Arch?

You are asking people to use two distributions that need significant customization/set up before it is usable. With Gentoo, you even have to compile some of the programs on your own. Gentoo and Arch are not for Linux rookie.

Not master race, just find Linux to be underrepresented.

That's the point. You want to use a noob-unfriendly distro so his brother won't figure out how the launch the game. Gentoo might be overkill, but as long as the distro isn't installed with a GUI, it should be fine.

Isn't that a little excessive?
Only a little.
