Bully is sorta like GTA. It's even made by rockstar. I guess that's what you're looking for.

Personally, I'd go with Bully, I think you'd find it more fun. I did at least.

Yeah all of the ones mentioned are good fun, and aside from No More Heroes the rest are pretty overlooked.

Bully has bad loading though, this is on the original disc dunno what a pirate copy will be like.

Thing is that game is total shit.

godfather was amazing with its cool control scheme. But the freeroaming kinda sucks. Scarface has the best freeroaming, but worse controls... and you can't shoot innocents.
NMH is NOT a freeroam. the city is just a mission hub, ala SMS Delfino plaza.

The PAL version of No More Heroes is way less gory, enemies spray comical video game coins when you hit them.

And yea... No More Heroes is not free roam, but the game is alot of fun. Really coll style and gameplay.

Yeah, exactly as I said. Nonetheless, the game is full of awesomeness and worth to check out if one is looking for that type of game.
