1. Press (Start) to reboot with the SD card removed
   • Booting the device at least once with the SD card removed will allow you to configure the CTRNAND based luma installation
2. Use the (A) button and the D-Pad to turn on the following:
   • “Show NAND or user string in System Settings”

This is the only part I am stuck on now, where do I find the #2 one?

if im not mistaken that is for the Luma configuration right? reboot device and hold Select button to get into Luma configuration then select "Show NAND or user String in system settings", disregard the next one which asks you to select "New 3DS CPU" to Clock + L2 because it is only for New3DS since you are using a 2DS right now..

Because I installed etc using a 4gb card. Can I just move all over onto my 64gb and it'll be just fine?

Is it also possible to format and put another NNID on it? I do not want the current one on it as it is my test NNID and not my actual one.

if you want another SD card hust copy/paste all your files from old card.. with regards to setting up another NNID on device you could easily reformat it under system settings but you might have to reinject FBI to health and safety app again and reinstall FBI.cia and Luma updater cia etc..other than that you dont have to do anything else besides installing freeshop for free games or cia backups of your cartridges..
