So I have heard there are ways to make Fake Amiibo cards and the like but I do wonder if there is a way to use the NFC part of the WiiU gamepad to do this without having to use for example an external NFC writer and a PC?

Like a Homebrew App that can detect blank NFC items and write on them effectively turning them into Amiibos? (I kinda hope there is cus Im stupid and misplaced my Wolf Link, I cant access the cave of shadows or use Wolf Link in BOTW)

Guess you don't have an Android phone? You can use that, but a Wii U application would be cool.

It would be possible if someone would write an app like this, but as Kafluke said, nobody did because nearly any Android device could write on nfc tags.

Maybe gamepad is read only?
No, I dont think so as it does write info from your playthroughs on the Wolf Link Amiibo (Such as number of hearts and so.) and records player strategies and data on Amiibos of the Smash Bros Series.

My phone is an Android, Samsung Galaxy Grand Prime, as far as I know it has no NFC capabilities, the thing is not everyone has NFC capable phones but we all have WiiU's and 3DS, it would be cool if there was an app that was a dual release for N3DS models and WiiU/Switch that would turn one or the other into an amiibo and the other into a reader. (Ie stamp your NN3DS while an Amiibo's Data is loaded into the WiiU NFC stamp and make the WiiU believe you stamped that specific Amiibo.)
