Is there some tools to be able to modify the number of bells that someone has?

You could try the save editor or hack in the bells with the NTR plugin.

I did try both. The first one just boots AC without any settings and the NTR plugin doesn't boot with cheats

Well, they both work for me so I don't know what wrong with your setup. There are no other tools for getting Bells other than obtaining them the hard way.

Extract a new save file and open the save editor, import your save.

1. Use JKSM to backup your Animal Crossing save file.
2. Use this save editor to edit the save file you backed up.
3. Copy the edited save file to your SD card.
4. Restore the edited save file to your game using JKSM.
