Hacking About VC injections (vs emulators)

Hello, guys.

I am a noob in the Wii U hacking scene and I couldn't find a straight answer for this question of mine.

Do you need a legit eshop game to inject the ROM you want to run?

I've seen lots of tutorials on injection but I still couldn't figure out if a legit game is needed (as it was needed for Haxchi for example).

Also, despite compatibility, is there anything else that makes VC better than emulators?
