Hacking about the sharing game method,need some info

so i saw that thread talking about sharing account and you can get all the games from that account
and see all the people giving their own account,but as my understanding,the Vita can only hold one account.

but in this method you can get the games from 4-5 account for example?
i don't get it.
because going to store and downloading something need PSN account.
or you have to restore games from different accounts and it will work?

You can swap accounts without connecting to PSN by installing the target account's system.dreg and act.dat files. Act.dat is unique for every account on every console so you need to log in and activate the target account with your console once to retrieve the act.dat

So,it's a swap method and the only allows me to use other account,and every time i want to use my account i do the same thing?
What about activate?
i know you can only activate the games on 2 Vita and one PSTV.

Basically. It's not practical for common usage, because of the limitations on PSN activations.
