i am looking for a software to batch convert images to psp resolution and format, i just need this to view the images, and scroll through them quickly(so no comic book viewer)

Corel's Paint Shop Pro has scripting tools (you can also record them). You can batch process images and apply a script (ie. a resize script). Bink and Smacker also has batch conversion functions.

ImageMagick is the best there is for batch operations, and it's completely free. It's command line only, so if you need a GUI it's not for you.

photoshop or paint.net is the best as you can also edit the images

Yes. I've been using GIMP for a long time before moving to Photoshop and Fireworks. It's a great software to start with before moving to paid products.
