Well, I'm not out of luck, I would just have to delete drive F and format everything and start a brand new install.

So are you saying I should change the drive name from F: to C:? What would I do to the C drive?

Also, would doing that allow me to open all of my applications again? Just to clarify, some apps do work: such as chrome, but it doesn't connect to the Internet even though I have it connected with an Ethernet cable. If says that it is connected in the windows bar at the bottom right, but it doesn't let me get online on any browser I use.

All of the icons for my applications have been replaced with the default icon for an exe file. Is there a fix to this issue?

Chrome uses a temporary file folder so thats normal that it works, ther are ways to change the letter assigned to a drive, Partitioning tools can do that also ther is some partition tool named something like magician or so that one can do that , but i really recommend to start over since lots of stuff will have to be fixed, not worth the effort

So I change F to C using minitool partition wizard. But what about the actual C drive, what do I do with it?

Also, is the best way to get the program to install to grab the installer file and transfer it over using a flash drive? I cannot download it directly from the sick computer because of the internet issue mentioned above.

I think your "C" drive is acctually the Cd-Rom player that contains the recovery CD, that would explain why the Disk is named Recovery, just call it D or E Drive?

Actually, there is something called the recovery drive in Windows. It even showed up after the disk was removed. Usually, the recovery drive is drive D. At least that is what it is in my win7 laptop. But now it is drive C on my desktop for some reason.

Totally agree with this, vista is reeallllyyy bad. starting over would be done in 3 hours, this takes much more time.

Yeah, I use that computer for work, so all my important files are there. I am going to back all of them up using the recovery disk I made, then format the hard drive with "diskpart" in the command prompt, and then install win10 and restore all my files.

Make sure you format 100% the correct drive this time, would be disaster if you format the backup, i'd rather use a flash drive or big sd to backup important stuff and keep it disconnected from the pc

Windows 7 showed a update icon to upgrade free to win 10, i don't know if vista runs that too, but really ther are so many ways to get windows 10, legit or non legit, youtube will be your friend for both options.
