No, there is no way to get a lower software version without CFW. Factory resetting will keep it on whichever software version it's on.
If you factory reset it, the FW will stay the same.

After you reset your 3DS, it will ask you if you really want I delete the newest update - you press on “Yes” and you 3DS will restore the emergency firmware - in this case 10.3
