He has a slight point, when a thread is needed to be bumped and can be helpful it's recommend to bump them instead of making a new thread. At the same time, if the bump is something stupid like bumping an R4 update from 2006 just to say it the links are dead, that's a stupid bump and is obviously frowned down upon.
