No, 480i does not help AT ALL on that front. Frame rate will be the same as 480p, with worse picture quality and interlaced refresh. It's not like lowering resolution on a PC were it can lead to better performance.

It won't. The same amount of pixels are still being rasterized, and the memory bandwidth savings from slower scanout are negligible.
