This thread contains a list of 3DShell themes. Used a separate thread for this to avoid cluttering the main thread with questions/discussion about themes. 3DShell Test Build 3.0 or greater is required to use these themes. FAQ:

Q: Where do I put these themes?

A: The themes's folder (example "dark") goes in the /3ds/3DShell/themes/ folder.

Q: How do I switch themes?

A: Open 3DShell -> Click settings -> Click Themes icon -> Select theme using A, exit using B.

I'm getting an invalid decryption key error from MEGA when attempting to download any of these.

Weird, just tried it on incognito and it seems to be working. Either way I decided to mirror all of them on google drive.

Due to the lack of community interest 3D-Shell themes will be unsupported and discontinued as of v4.0 which will be released soon. As of v4.0 3D-Shell will only have a toggle to use dark theme/light theme.
