ROM Hack 3dsavetool, 3DS Save DeEncrypter, and the powersave

So I got a powersave, but I was wondering if I could use it with another tool such as the two above:

I was wondering which of the two would be better (if either one is even good) and how I would go about doing it.

Also, I'm aware the two tools would only be compatible with... well older games I'm not really sure which ones.

You can decrypt, but not re-encrypt.

Both say they are able to encrypt... I'm not doubting you I'm just trying to make sure. Why do you say what you say?

I think he meant you can't restore those modded saves back to your card.
Anw those tools only decrypt saves of very old games.
