3ds wont boot even without sd card

I was trying to open system settings and the console suddenly crashed and wont boot up again
Ive tried reformatting my sd card and booting the console without the sd card and everything results in the same error message as pictured in the picture below


Ive also tried searching this error up to no avail
Help please?

EDIT: A person I share this console with just told me that they went into fbi and deleted some title folders that were showing up in red, I assume those were system files, just please tell me I'm not completely screwed

Get the firmware files for your region and 3ds model with 3dnus or something, and install them in godmode9 to get the missing system titles back

Do a system update by downloading the CIA files for your model, and installing all of them using GodMode9. That should hopefully fix things up.

Nevermind, had to restore sysnand, found a 2 year old backup on an old thumb stick

Make sure to install the latest CFW files and then update your firmware
