If you don't want ARM9LoaderHax (seriously recommend it, it's the most reliable, it's incredibly hard to patch, and it is very easy to customize to a great extent), you can instead follow one of these guides to install simple homebrew on your 3DS. You can't install CIAs (meaning you can't install games from that ISO site), you can't update, you can't really do much of anything. Which is why everyone else suggests A9LH! Which you should definitely do if you have about an hour to spare.
But whatever you do, unless you install A9LH, please remember:
DO NOT UPDATE.
