ROM Hack .3ds to Cia

I have wwe all stars in a .3ds file and im trying to convert it to a cia file but im having trouble trying to do it. Is there a program that can do the convert process for me or do I have to manually set it up myself and do it?

Decrypt9 can convert to a CIA.

If you have arm9loaderhax, you need to install Decrypt9 like you did with Hourglass9.

I founf a thread for decrypt9 but it says you need to be on 9.4 or lower and im on the latest firmware

If you have arm9loaderhax, you need to install Decrypt9 like you did with Hourglass9.

The latest firmware as in 11.3? If you don't have custom firmware, you just screwed yourself.

I have arm9loader and also luma, i was able to install them when soundhax came out and i went from there and have them both installed

Did you follow what I said to do? Setup Decrypt9 like you did with Hourglass9. I'm not gonna hold your hand and tell you step by step on how to set it up. You're a big boy, you can do it.

I have a blinking red screen when I try load decrypt9 in hbl .I'm on 11.2 firmware
