ROM Hack 3DS on the fly ROM patching

I remember that on the Wii U you could run modifications of games with the original disk, because these changes were applied on the fly to the games. Is it possible to do this on the 3DS?

Isn't that already done similarly to update data from the eShop?

Custom updates, ntr cheat plugins, and ntr layeredfs are possible ways to do this.
