    It's probably your
router firewall that is causing the problem. You need to dial into your router like you would a webpage and open the port that is needed. I don't know the port but Google does.

    **update**
I just read that the server is busy when it throws up that error. So it isn't a closed port. The problem is on Nintendo's servers. All you could really do is email them, or wait til it does work.

Might be your region? Or your age, considering its an MA15+ Title.

I also just read that some people called Nintendo and their tech support solved the problem. Unfortunately, these people who made the phone call did NOT leave details on what tech support advised. :(

If you want to eliminate this variable (the firewall is the problem) do this:
Use Google to search for your model of router and then find the default IP address it uses, or use any method you know to get your router's IP address. Then find which port needs to be open (use Nintendo website for this info) Now that you have all the information, forward the port (example 443) It's kind of a pain with some routers but at least you get educated on networking, a little. :)
