Can anyone update me on whats going on in the homebrew worldof 3DS? I've tried looking in places but I cant really get any solid answers.
Will there be a way to play backups without a flashcart on firmware 8 soon or ever?

Is 3DS Homebrew like Wii Homebrew?

Someone named Smealum is working on a homebrew loader of some kind for the 3DS. A release could happen soon, though I don't know how soon 'soon' exactly is. I can't answer your second question because I don't know of anyone that is working on a hack that allows you to play backups without flashcarts on any firmware. I don't know if it will ever happen either.
 
There is no exploit currently that will allow you to play roms on firmware greater than 4.5. This is not likely to change.

We'll see how much smealum's work helps us pick at the 3DS. If we can get a hold of system RAM, there's a few possible avenues of attack we can boot into other things without the memory clearing.

Right now, there's no known way to play backups except a very few people like smealum who found a few exploits on the 3DS. Right now, the exploit smealum found and publicly announced is actually pretty limited in what it can do where it won't enable piracy but allow homebrew in some sort of way since he doesn't support piracy.
