I downloaded the vc inject of yoshi topsy turvy on my new 2d xl and the tilt controls required for the game didn’t work. Is there a way to play gba games that require tilt controls on the 3ds where they work?

You can't use tilt controls with the GBA VC, unfortunately. You will need to patch your game to use buttons instead.

There's two ways to play tilt-controlled games on 3DS. If you own a New 3DS, download mGBA and play the ROM from the emu. If you have an old 3DS, download GBARunner (special build for gyro support), and open it via TWiLightMenu++.
I've only tested them with WarioWare: Twisted!, but it might work with that Yoshi game. It's only a matter of trying.
