Hardware 3DS Game Cartridge Keys?

Does anyone have or know how to get the keys that the 3DS game cartridges use to encrypt the communications?

It would be nice to be able to make homebrew game cartridges, but the communications are encrypted with an asymmetrical key pair. It seems that GW and Sky have them, so it's doable.
