Homebrew 3ds fbi install problem?

ok so after fixing my problem yesterday I'm now in the position to be able to start installing fbi at the end of the A9LH setup. but when trying to install fbi i get this message:

slot0x25keyx not setup
this wont work on 03DS. < 7.x or A9LH.
Healthandsafety inject failed!

please help, i need fbi installed. Thank you!

Do you have aeskeydb.bin in your SD card root?
