No. They Are ROMs for a reason. Read Only Memory. Cannot write.

I'm not entirely convinced. As far as I know 3DS games are not on true ROM in the sense that the physics don't allow rewriting.
But I doubt it is possible with software only to write to them. They probably will be (and should be) locked against any write action.

But I have to confess: Less than half-knowledge here.
