WiFi is required for lan-play so I will set the EULA agreement value to 00.00 to block updates to remove those annoying update alerts. That is the reason why I choosed to use ctr-httpwn.

EDIT: It didn't work. I softbricked my New 2DS XL. Now it is fixed thanks to a clean NAND backup I made in the past.

You'll need to fix this with 11.5 CTRTransfer, update to latest 11.13E, and forget about ctr-httpwn as that's outdated / no longer needed.

EDIT: Also, as far as I know, ctr-httpwn only affects online update checks, not game-related firmware checks, though I could be remembering wrong. With ctr-httpwn you also have to relaunch it every time you restart your DS so I don't think it's the best idea to leave it in the hands of a kid.

I am really confused about your issue here. Just agree to the EULA and play online, there's nothing of value not agreeing to the EULA or trying around about ways to not agree to the EULA. I don't really understand the problem. If all you want is to be able to enable wireless for local wireless multiplayer, but without letting the console go online, you could just not set up a wifi connection (or delete the existing one once you've updated.) Then it can play local multiplayer but won't go online.

As far as I know every single time you go online the console sends telemetry (games installed, tickets, etc.) to Nintendo servers.
This can cause a ban. If the kid gets used to playing online it could be bad because the console will be banned and so I will have to explain why the console could no more play online.
