and 4th letter X = region free?

Is that a official game backup or do ppl make the game region free and make the 4th letter a X? Cause i have some games like WWE Smackdown! vs. RAW 2009 with game ID RW9X78 and the WBFS manager says RF. The USB loader did however dowloaded the right coverart of the game.
