A bit outdated since it doesn't include RGH3, which most people will use since it's a relatively cheap mod.

Yes, though you can only do it through a hardmod, which involves taking apart the console and making physical modifications to the motherboard and other components inside. There's the 360 Hacking Guide on here, which gives you lots of info. If you don't trust yourself to do the mod yourself, there are people (like me) who can do all or most of it for you for a price.
