Hardware 2DS Touch Screen Not Working

Hello,
I'm having a problem with a 2DS.
About 25% of its Touch Screen's surface area is non-responsive, even after calibration.
Something on the screen does happen when I touch the screen on the bad areas, but not in the correct area. At this point, I'm assuming that the front layer Touch Screen digitizer will need to be replaced. Am I right? Is that all I have to do?

Yes, you have to replace the touch screen.
