Who told you such idiotic things? By "system stability" it refers to patching exploits. Just look at the change logs between versions and you will see that besides patching exploits there are almost no changes (if any) other than adding new stuff (eg: themes). Game crashes and corrupted saves are nonexistent unless your copy is bad (if pirated) or your SD card is malfunctioning. As for bricks, that's literally only possible if you mess around with the system in a way you aren't supposed to, so WHY would the even bother with that? Finally, there's no such thing as optimization on the 3DS, games are optimized individually and run the same on all supported firmwares.
That last part isn't entirely true, one of the 11.x updates introduced a bug that causes lag issues in some games (notably Zelda OoT), Luma attempted to fix it but I believe it still exists in OFW and needs to be fixed.

Don't remember the specifics exactly, but it didn't happen from "optimization", it was Ninty trying to patch OoThax's access to heightened priviledges and doing something stupid in the process messing things up without actually patching the exploit. At least that's what I remember, not sure at all though...

and it went from 6.60 to 6.61 lul

The only thing 6.61 did was fix a single Japanese game, it did not patch any exploits and thus it was trivial for CFW installers to be updated to support 6.61.

they cant patch ntrboot they would have to release new hardware

That is not exactly true, they most likely could patch it with a MCU firmware update. Specifically, having the MCU inject it's own verification code into the boot process via a DMA attack. Of course, that would be extremely risky and would likely brick quite a few systems (regardless of whether they were modified or not) to the point that even Ninty couldn't fix them.
