I have an old 3ds and am trying to use otherapp. ds is running 11.10.0-43u and that verison is not the selection available on the otherapp.

That guide says nothing about using an otherapp file. I figure you were trying to do the steelhax method?
I believe fredtool is the recommended method if there's a free DSiWare app in your region. Saves a few steps.
You might also be able to use the latest otherapp file listed on the site, that has historically worked in the past for new firmware updates but I'm not sure if 10.10 changed that. But fredtool should be the easiest.
